Again, take it all with a grain of salt. Can only say its my opinion and how I operate.

    Yep. I do the same.

Based on the way people draft around here, so have a lot of people.

I really wonder what the difference between a 2500000 and 7500000 scouting budget really means. As in, how much of a difference does it make in your scouting reports?

                  Sucker!!!

Just kidding, this is correct. My understanding is that the international scouting budget is strictly for the hidden international players feature, which we have disabled.

Amateur scouting budget covers everyone in the draft, foreign and domestic.

                    That is correct.

And it also seems like the max budget is $12,500,000.

Actually I think it differs by team? Everyone should double check to make sure their changes hold. I have a certain threshold considerably < $12.5mil that if I exceed it autocorrects my budgeted amount to $1.25mil.

I always thought max scouting was the amount you have in budget space.

If I knew how to do those quick test like the guys on the OOTP forums... I'd run and re-run season after season spending different amounts to see how accurate the ratings are at each money threshold.

As is, I just throw a lot of money at it... and hope it fixes the problem.

CRAP! I knew I should have kicked my kids off the Mac before yesterday's sim to check for an answer to my question. I just wasted 30% of my scouting budget on international scouting. I looked it up in the "Help" feature but it wasn't, well, helpful.
