It's generally who gives the best offer. It's like real life, what the market is for the position and what the player thinks he's worth. In 2004 the agents had a little to do with the signing. Just to clarify, it is all done "in the game." The Computer AI decides where the FA actually signs. FA's evaluate a number of factors including the length of contract, the amount of up-front money, how good the team already is (for guys that want to play for a winner), how close the team is to their hometown in some instances, among other factors. However, money is usually the biggest factor and sometimes guys won't wait around to hear other offers, so timeliness is often important.Originally posted by tomr1962Is it first come first serve, who gives the biggest contract, ect.
