I believe that to be correct, yes. This stage was staff retention. Staff hire/draft will be next. In future seasons we may combine these two, but we're taking this offseason nice and slow.

I'm pretty sure in the other leagues I've done, they were combined. No harm in combining them. We already set preferences, so really no need to have the extra day of wait...IMO
