Yes, every team has to be down to 46 active by their first preseason game.

No major changes for my rookies however.
Older players can drop quite a bit after training camp as they show that they have lost a step.

Edit to add: And running backs tend to lose it earlier than other positions just like real life (although there are plenty who won't start losing it in their 6th year like yours did.)

            THREE DISAPPOINTMENTS
QB Graham Pearson, Anchorage, 1.28--should probably never see the field
QB Dean Reed, Brooklyn, 2.6--Another guy who should probably never play a regular season game
QB Jamie Scoggins, Denver, 1.2--My feeling on this one isn't as strong as on the other QBs, but if pressed against the wall, I'd say that I doubt he's anything more than a mediocre QB. He could be a decent player one day, but I doubt he'll show himself worthy of the #2 overall.

THREE GUYS WHO WILL BE BETTER THAN ADVERTISED
RB Tim Hartman, Brooklyn, 1.7--Yeah, he was a high pick, but this guy looks like a #1 overall guy to me.
RCB Donnell Burke, Denver, 1.6--Along with Hartman, I think he'll show himself to be a #1 overall type player.
FL Joseph Gerhardt, Port City, 1.21--Gutsy pick here. My take is that he was picked in about the right place.
            ;)

How'd I do on the others?

By the way: there are three known types of changes in the ratings you see before and after training camp:

              1. Unmasking--This happens to younger players, especially rookies. It's not a change in ratings; it's your scout beginning to see that they aren't who he thought they were. Unmasking usually is no more than around 10 future points at a time. The TRUE core ratings of the players (what we don't see) stay the same in these cases.

EXAMPLE: I had a good idea that C Arnold Samuels might be better than advertised, so I grabbed him at the end of the first round. My scout's view of him changed from 15/55 before camp to 22/62 after camp. He didn't "get better." His future potential was 62 (or better) all along.

              2. Aging--FL J.R. Sierra, in his 12th season in the league, dropped from 77/77 to 65/65, according to my scout. That's an actual change in ratings, and it will likely be reflected in his performance this year.

              3. Random Booms/Busts--Sometimes you'll see BIG changes of 15-20 points in either direction. These ARE changes in true core ratings. There's a random element to these, with high volatility players being more likely to experience these. If your 45/75 1st-round stud all of a sudden is 30/45, that's not because you drafted poorly. You just got extremely unlucky with a guy who decided that he'd rather smoke weed than work out, or however you want to think of it in terms of immersion. ;)

My 1st rounder, Marcus Schroeder, appears to be a shutdown CB. 68/69. Just what I needed.

No, we have to be at 60 during spring training, right?

46 ACTIVE. You can carry 60 on the roster throughout the preseason.

Joe Gerhardt 22/46 before the draft goes to 24/47 after traing camp. Can he get better?

Yes. In most cases, you'll continue to see unmasking in the same direction as in the first training camp, so the odds are in your favor there. How much better he gets is what remains to be seen.
