We'll have the sim & EOS file posted, and I'll see about converting to Steam this weekend if I can, so there might be a delay before the start of the new season. Let's see how fast these Viatech guys are :)

Like the day of, or day after they introduced it, I put my request in, and within maybe 2 hours they had got me set up.

My guess is that it's probably done in batches in the evening EST.

Well, you have to have a steam account. Which is free.

If you're intending on moving your license over from Viatech, you have to unlicense all licenses you have on file with Viatech, then submit a transfer request on the sole site. When it's verified that there are no licenses in use, you'll receive an email with your FOF7 Product code for steam. From there you just use the "Games" tab in the steam client's menu, then "Activate a Product on Steam...", enter your code, and you're set.

As far as "switching over" from a league perspective there's no difference. Just upload and download like you normally do.
