I have a guard, Eric Saba, who is peaked at the scout rating but still has green left to gain in pass/run and edurance. Is he better than the overall rating my scout has designated as his max?

He's better. The key factor is his positional experience. That's a measure that's always accurate, I believe. The scouted rating isn't. If a guy isn't maxed in endurance, but the scout says he's maxed, he's got more ratings to gain.
