If 70 is your cutoff line and below that is average, then I can point to teams who have won MP championships with that type of QB, a lower 60's rated guy.
One of my favorite QBs I have had was a backup I had, every time he came in to play with his 48 ratings he would play to the level of my starter. He had to play for me four games in a row one year, winning 3 of the 4 games with 107.8 QB rating for that season. The guy had the right bars for my system. No he didn't do it long term, but I think he could have held up well.
What is so great about the best QBs is they can usually run any offense and that is what makes them so much better.

I've learned that in MP I'm more here for fun because I'm not into tweaking gameplans -- that's what I have coaches for. My enjoyment of FOF is in building the best team I can.

I made the playoffs in HFL with a 38 rated QB. We went 9-7 after a sizzling 7-2 start. Our record reflects the QBs play. He was the 2nd highest rated QB during the 7-2 stretch. After that, he was average, nor bad but definitely not good.
