There's a five-year waiting period after retirement. It takes a strong 8-10 year career to get in. I think we're talking 2018 at teh very earliest (Heflin), but probably 2020 or later.

The other league I am in has the following rules
1. A player must wait a minimum of five complete seasons after retirement to be nominated. For example, a player who retires after the 2013 season can be considered for entry in the 2019 class.
2. Each class shall consist of a maximum of seven players. It is anticipated that each class will have between four and seven players, though there is no minimum number of players each nominating cycle.
3. A player who is nominated at least five times and fails to receive enough votes for entry each nominating cycle shall no longer be considered for entry.
4. Any GM can nominate a player. All nominees shall be sent to the selection committee for consideration. A short bio must be included with each nominee.
5. The selection committee shall consist of eight GMs. (GMs for the committee are decided by how long they have been in the league)
6. A player must receive 75 percent approval, or six of eight votes, from the selection committee to be elected.
