They get put on the DFA list in the Transaction part of your OOTP game...
You then have 21 days to either cut them, send them down, or put them on the active roster.
Of course... we're going with the "agreement" that if you pick someone up from waivers... at least for this sim, you need to put them on the active roster... and not try to sneak them back into the minors.California Kodiaks - GM - 1982-2013

Guys with a plus sign who are not on your active roster have been placed on waivers. If no one claims them and puts them on their active roster, you will be able to retain them in your minor league system.

Now that I figured out I'm an idiot and that I can see the entire waivers list finally, I'm kinda surprised to see Toby Rochester on waivers headed towards the minors. In the last week, that trade looks a ton different now. Winson just took a pretty big ratings hit and now Rochester is on waivers. Except that you can't send them down assuming the reason they were put on waivers in the first place is that they are out of options. They still will not have cleared waivers. Personally, I don't see a need for a gentleman's agreement and won't be criticizing anyone if they claim a player and then later try to send him down. Monitoring the waiver wire is part of your job as GM. It takes 2 seconds to check it every sim and there's nothing preventing you from claiming the guy right back if somebody tries to sneak him into the minors.

My concern and suggestion for the Gentlemen's Agreement was based on the fact that OOTP doesn't handle waivers well and it always results in more work for you (Andrew). I do agree that Waivers are part of the game... but so is a system that works and doesn't require boatloads of manual intervention.
But if you're cool with it...The Great One!
