That is correct. I have the same scout as last year and none of my ratings dropped or rose.

I also kept the same scout I had last year (and with the resigning of my head coach, all of my staff from last year) and out of the 35 players I have under contract, 22 of them changed (either up or down) with the 4_27 sim. None by more than a few points, but a few were noticeable, and it caught me rather by surprise. I had never seen any changes at that point of the offseason before. But then again I never paid very close attention in single player.

I checked my scout and all of his ratings show the same letter grade as they did previously, but those letters most likely represent some hidden number that could change slightly from year to year (perhaps right at the end of the staff signing period).

Or that's my theory, but I have no way of testing it.

(I also had 6 of my 16 free agents show some change, but I can't say if that's from them changing, the scout changing, or just the increase in scout error that seems to happen for players not on your team.)
