Funclown would keep guys in the minors until they were 32 if he could, and I'd promote at 19 if I think he's ready. It's just a personal preference and you can have success either way.
Pawtucket did make small changes with the last crop. We pushed a bit harder this go around. Still slow grow the high schoolers though.

Just my personal opinion but I really don't see the harm in starting him in A ball and seeing what he can do. If by the end of the season he's showing solid numbers move him up next year. Rushing him can work out or it can really stun his growth. Starting him in A ball can't hurt him.
For what it's worth Talley never saw an inning of A ball. He turned out alright. I'd start there, then get him to AAA before seasons end. Spring training debut in 2015 and go from there.

Just add to this since he was a mid 1st projection from my scout:
Try to least wait to see if he can show a bit more power. Also his rating versus lefty splits can use some work. He plays eh defense (another development Optus)and isn't very fast so he needs to show some pop from his bat in order to justify a top 5 pick. His lack of power the past few seasons in the cape are a bit concerning.
Mi Scout has him as one of the best hitters in the draft and OSA as the best one available... Includibg his College stats and his scouting report, is only his average D# at this point that made me wonder, but my scout didn't like Teel at all... So, what can I say :)

5/6/6/6/5 potential by my scout. All over 5 developed :)
He will start in A, then middle season AA, next year AA then AAA. 2016 he will reunite with all the young generation of Sharks to start the party :)

Honestly, I'd listen to Delandis.
He's ripe now, having almost hit his full potential already.
Don't be too scared to move him along if he's able to acclimate himself through your minor league systems.
